Supporters argue that faith institutions often own large parcels in prime locations—near public transit, schools, and healthcare facilities—that remain vacant or underused. By removing bureaucratic hurdles, the bill aims to unlock thousands of potential housing units without requiring the government to purchase new land. Proponents also highlight the health benefits: stable, affordable housing is a known social determinant of health, reducing chronic stress, emergency room visits, and exposure to unsafe living conditions. For congregations already engaged in food banks or health ministries, adding housing creates a holistic support network.

Critics, however, raise concerns about zoning consistency, potential strain on local infrastructure, and the need for clear oversight to ensure units remain genuinely affordable. The bill’s authors emphasize that participation remains voluntary and that religious groups would work with municipal planners and nonprofit developers. If passed, Connecticut would join a growing national movement where faith communities leverage their assets to address systemic housing inequities, potentially serving as a model for other states grappling with similar crises.
